Background information
The Commonwealth has tasked the Australian Building Codes Board (ABCB) to work with the states and territories to develop and deliver a National Voluntary Certification Scheme for Manufacturers of Modern Methods of Construction (the Scheme), along with consistent Modern Methods of Construction (MMC) definitions to be included in the National Construction Code (NCC). The aim is to establish a uniform national regulatory framework.
The ABCB has released an issues paper seeking views and insights to inform the development of the Scheme and the definitions.
Please help us to raise awareness of the issues paper consultation. You can use the information in this document to promote the consultation through your communication channels.
The issues paper
The issues paper provides context on why the Scheme and definitions need to be developed. It contains some background information about MMC, including benefits, challenges and the current state in Australia and other countries.
It sets out the Scheme principles, proposed options and other information that could be included in the Scheme.
The paper also outlines the issues and challenges in developing and implementing consistent definitions for inclusion in the NCC.
This consultation allows the public to have input on the specific issues related to the development and delivery of:
- a National Voluntary Certification Scheme for Manufacturers of Modern Methods of Construction
- nationally consistent definitions for modern methods of construction to be included in the NCC.
The ABCB invites interested parties to comment on this consultation.
Responses to the issues paper must be submitted by Friday 29 August 2025 (11:59 pm AEST).
